Seventeen (17) positions are available in Overland, Missouri. The incumbent develops and uses various types of quality assurance analysis techniques and is required to develop and incorporate current procedures and procedural changes to keep pace with the organization in the fluctuating workload environment.

Duties

Major Duties: The incumbent develops and uses various types of quality assurance analysis techniques. The incumbent is required to develop and incorporate current procedures and procedural changes to keep pace with the organization in the fluctuating workload environment. The incumbent conducts reviews of completed work to ensure compliance with applicable regulations, guidelines, policies and locally generated procedures and creates reports such as an individual checklist and an excel spreadsheet of all quality findings. Results of quality assurance checks are consolidated into reports that are forwarded directly to the unit supervisor for inclusion in briefings given to the Regional Office director. These reports are used to evaluate local training, develop training plans, evaluate employee performance and determine employee awards, and aid in ascertaining the effectiveness of each division. Conducts and develops new hire and initial position training for employees in new positions along with refresher and on the job training as needed. Evaluates and communicates progress of training to the quality assurance supervisor and including identifying possible areas of incomplete training and/or incorrect interpretation of training given. The incumbent assists the divisions with solutions to address error trends by refocusing training if needed. Assists management with the creation/ updating of training materials. May participate in special projects.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience. Time-In-Grade Restrictions Applicants who held a General Schedule (GS) position under non-temporary appointment in the competitive or excepted service in the executive branch in the past 52 weeks must also meet Time-In-Grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. To support your claim of Time-In-Grade, you must submit your most recent Appointment, Promotion, or Within Grade Increase SF-50 (do not submit an Award [NOA Code 840, 841, 842] or General/Pay Adjustment SF-50 [NOA Code 894]). Individual Occupational Requirements This position has an Office of Personnel Management (OPM) Individual Occupational Requirements (IOR) and applicants are qualified under Quality Assurance Series 1910 which requires: GRADUATE EDUCATION: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR EXPERIENCE Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Minimum Qualification Requirements In addition to the Individual Occupation Requirement (IOR), applicants must demonstrate that they meet the Minimum Qualification requirements as listed below under Specialized Experience. Specialized Experience (GS-09) To qualify, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience that has equipped the applicant to perform at the journeyman level of this position with little to no training or supervision. The experience should demonstrate the following: Safeguarding the security and integrity of records by ensuring PII information is redacted to protect privacy. Utilizing Electronic Records Systems for record retrieval. Reconstructing lost files or records by obtaining official documents and properly disposing of redundant information. Receiving request for information and releasing based on laws, policies and/or procedures. Creating and maintaining file logs by using office automation programs such as Word and Excel. OR Applicants may substitute education for the experience required. To qualify at the GS-09 level, you must have a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR Applicants may combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-09 grade level. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
