The incumbent functions as a Supervisory Quality Assurance Specialist assigned to the Centralized Support Division at the St. Louis VA Regional Office. The incumbent is responsible for the oversight of the quality assurance specialist program for the Centralized Support Division to include conducting quality reviews on quality assurance specialist under the incumbent's purview.
Duties
Major Duties
Provides administrative and technical support and supervises a staff of employees to accomplish the work of the organizational unit.
Plans, designs, integrates, implements, modifies, develops and administers Quality Performance Program.
Provides program oversight, and ensures quality provisions are planned, developed, and implemented to comply with regulatory correctness and responsiveness of transactions and services.
Observes workers performance as well as conducts quality reviews on QA specialists. Provides formal and informal feedback and evaluates employee performance. Recommends work improvement plans and personnel actions as necessary.
Resolves informal complaints and grievances. Serves as the proposing or deciding official on disciplinary measures as appropriate.
Develops policy guidance, motivational materials and information to facilitate participation in important quality program initiatives.
Identifies developmental and training needs of subordinates, provides arrangements for needed development and training as well as finding ways to improve the quality of work directed to subordinates. Responsible for developing performance standards for those positions under their supervision.
Develops quality program indicators for complex transactions or processes. Monitors quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements.

Qualifications
Individual Occupational Requirements
This position has an Individual Occupational Requirement (IOR) which requires:
Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Experience
Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
In addition to the Individual Occupation Requirement (IOR), you must meet the Specialized Experience.
Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 03/29/2024. To qualify at the GS-11 grade level, you must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. This experience is defined as work that involves: Assesses productivity, effectiveness, and efficiency of program operations; experience in investigating customer complaints and deficiency reports; and experience in analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.

Applicants may substitute education for the experience required to qualify at the GS-11 level:
Graduate Education. You must have at least a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., IF RELATED. One year of full-time graduate education is normally determined by the school you attended. If that number cannot be determined, 18 semester hours should be considered equivalent to one academic year of graduate study. Part-time graduate education is creditable on a pro-rated basis. If you qualify based on your education, you must upload or fax a copy of your college transcript along with your application. If you are selected for the position, an official college transcript(s) will be required at your start date.
Or applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-11 grade level. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
