The incumbent develops and uses various types of quality assurance analysis techniques; is required to develop and incorporate current procedures and procedural changes to keep pace with the organization in the fluctuating workload environment; conducts reviews of completed work to ensure compliance with applicable regulations, guidelines, policies and locally generated procedures and creates reports such as an individual checklist and an excel spreadsheet of all quality findings.
Duties
Specific duties include:
1. Ability to work independently and professionally, often under stressful situations, setting priorities and meeting fluctuating deadlines.
2. Ability to apply analytical procedures and trend analysis techniques.
3. Ability to communicate orally and in writing to provide findings, recommendation, training, and guidance to personnel on policy issues and procedures.
4. Ability to interpret regulations related to existing and proposed work.
5. Ability to develop, assist with the development of charts, graphs, spreadsheets, job aids or training material utilizing Microsoft Office software or other available software
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-09.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/22/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: is defined as experience that has equipped the applicant to perform at the journeyman level of this position with little to no training or supervision. Specialized experience may have been gained in such ways as:
Conducting focused evaluations and reviews to determine quality and accuracy
Developing training strategies and materials to address deficiencies and/or conducting training activities.
Providing quality review services, feedback and guidance to staff in order to correct unsatisfactory performance.
Analyzing performance deficiencies and quality trends to identify knowledge skills/gaps
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system
Education Substitution:
Applicants may substitute education for the experience required to qualify at the GS-09 level with: a master's degree in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is generally sedentary. The work may require sitting, walking, standing, bending, and carrying moderately heavy items to include boxes of folders.
