The FRTIB is looking for a highly qualified and motivated individual to serve as a Training Instructor. This Job Opportunity Announcement (JOA) may be used to fill other Training Instructor, GS-1712-9 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Duties

This vacancy is also being announced concurrently with vacancy announcement FRTIB-24-DE-024-12495805 under delegated examining procedures. NOTE: Applicants must apply separately for each announcement in order to be considered. The major duties of the position are: Participates in the administration and coordination of TSP training program activities, including training and briefings for agency and uniformed services offices and for FRTIB employees and contractors. Provides training to groups ranging in size from 20 to 1000 people on-site and several hundred more via video-teleconferencing technologies. Operates DL Classroom equipment to include the workstations, projector, multimedia control panel, VTC, Multiple Channel Unit Bridge and secure VTC, as needed. Assists with the updating of workshops pertaining to the Thrift Savings Plan. Determines appropriate instructional techniques for use at conferences, fairs, lecture, on-line instruction, and job aids. Develops visual aids as necessary and/or uses existing material. Analyzes teaching and training methods, keeping abreast of latest developments as they pertain to subject matter and supplementing changes as they occur. Conducts surveys to determine Thrift Savings Plan participant and beneficiaries' training needs to create new courses and modify existing ones. Reviews the use of training aids, instructional techniques and supporting materials to enhance the learner experience. Updates electronic records of training scheduled and conducted with, attendance, classroom conduct, student learning, and student satisfaction. Performs other tasks as assigned by the supervisor or other Agency officials.

To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below. Basic Experience: Undergraduate and Graduate Education: Major study -education or a subject area related to the position to be filled. OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. OR Examples of qualifying specialized experience include: - Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). - Supervising or administering a training program. - Development or review of training/course materials, aids, devices, etc., and evaluation of training results. - Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-07) in the federal government. Specialized experience is defined as: S-09: One year of specialized experience equivalent to the GS-07, level that includes assisting in the development of training content and material and/or teaching classes that are related to personal finance topics, 401(k) style retirement plans and/or financial certifications; presenting orally to internal and external stakeholders; and facilitating administrative tasks associated with training, such as registration, surveys, evaluations and dissemination of training materials. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR A combination of both education and experience. This announcement has Quality Ranking Factor- Applicants who have this skill may be placed ahead of other applicants, however, you will not lose consideration solely based on not having this skill. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. In addition to the above specialized experience, your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): Training - Knowledge of the principles, methods, practices, and techniques of training and communications, including writing, reviewing, editing, and effectively communicating information to a wide range of audiences. Ability to apply this knowledge to the development, review, and coordination of training activities and instructional materials and content. Analytical Skills - Knowledge of the principles, techniques, and methods of qualitative and quantitative analysis in order to participate in studying and documenting the content of training materials, and in communicating changes in Agency/organizational policies and procedures. Written Communication - Skill in writing, in order to communicate information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. A quality ranking factor (QRF) is a knowledge, skill, or ability (KSA) that could be expected to enhance performance in a position but is not essential for satisfactory performance. QRFs could be expected to result in superior performance on the job. Finance (Quality Ranking Factor)- Knowledge of principles, methods, practices and techniques in retirement, 401K, and defined contribution plans.
