The Management and Program Analyst Management & Program Analyst (Testing & Evaluation Coordinator) serves as an expert analyst and advisor to management on clinical testing and evaluation of Electronic Health Records (EHR) systems, development and coordination of clinical testing and evaluation programs, and development of business processes for Electronic Health Record Modernization Integration Office (EHRM IO). The incumbent applies a wide range of qualitative and quantitative methods.
Duties
Plans, develops, implements, coordinates, monitors and evaluates the clinical testing work stream components to include ongoing review of scope and schedules, requirements, and work products.
Participates in policy and planning deliberations and contributes significantly to the management decision-making process through teamwork, innovation, consultation, and coordination with other senior leaders to ensure goals are met with EHRM-IO.
Makes decisions that produce high-quality results by applying professional and technical knowledge, analyzing problems, and calculating risks.
Analyzes, plans, documents, designs, implements, assesses, and improves the alignment of EHRM-IO and OFC strategy, plans, and systems with the mission, goals, structure, and processes of the VA health care system.
Responsible for helping manage and execute all projects, tasks, and deliverables identified in the EHRM-IO Operating Plan and/or as directed by EHRM-IO leadership.
Provides reports, progress updates, and presentations to key senior executives and leaders within VA, VHA, and EHRM-IO, on all aspects of the EHRM-IO.
Supports oversight of all schedules and timelines, change control procedures, resource estimation and management and project maintenance procedures.
Plans, develops and coordinates planning management through briefings, presentations and conferences for executive management.
Performs other specialized duties as assigned, including serving as an EHRM designated point of contact with expert knowledge for assigned areas (program operations, personnel management support, OFC risk management, knowledge management, acquisition and resource management, and analytical reporting).
Analyzes, evaluates and reviews proposed resource strategies and coordinates with programs and other designated stakeholders to ensure support has been adequately defined, planned and resourced.
Identifies project scope, plans, and organizes action necessary and proposes recommendations and alternative actions based on efficiency and effectiveness of proposals and EHRM-IO short and long-range goals.
Evaluates effectiveness of clinical testing and evaluation as compared to objectives and takes corrective action to fulfill mission and program requirements if changes are required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-time, Monday through Friday, 8:00 a.m. - 4:30 p.m.
Compressed/Flexible: At management's discretion.
Telework: Up to 50% telework per pay period may be authorized at the management's discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at GS-11 and for a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization to qualify for GS-13. Examples of specialized experience would typically include, but are not limited to: (1) Served as an expert analyst and advisor to management on clinical testing and evaluation of Electronic Health Records (EHR) systems, development and coordination of clinical testing and evaluation programs, and development of business. (2) Applied a wide range of qualitative and quantitative methods to assess complex management and program processes and systems processes.

Preferred Experience:
1. One year experience working in the Electronic Health Record for major health care facility.
2. One year experience testing medical applications or testing related to Electronic Health Record.

Physical Requirements: The work is sedentary. There may be some walking, standing, bending, and carrying of light items. No special physical demands are required to perform the work. The travel may be extensive at times requiring all modes of transportation anywhere in the United States and Puerto Rico. The work may require some periods of overtime, intense concentration, emotional and mental stability and involves activities under
time sensitive conditions.
