The primary purpose of the Client Relations Associate Director is to lead, manage and supervise staff in their performance of project management and project management support work for the ILEAD implementation of educational programs for. Broad categories of project management work include project planning and development, leading, coordinating, and implementing project activities, project evaluation, contracts administration, and advisory/ consultative services.

Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered. The major duties of this position include but are not limited to: Oversees all work assigned to the staff supervised, to include the analysis, design, development, implementation, and evaluation of training for existing and emerging systems and processes that fulfill the Veterans Health Administration's (VHA) commitment to develop a highly skilled workforce. Provides leadership and direction in implementing VHA national education and training projects of varying scope, size and complexity. Ensures the PM plans, promotes, and develops educational design strategies for education and training projects by leading effective teams and providing clear direction on interpretation and implementation of the design. Evaluates on-going customer feedback and organizational priorities, and establishes and manages staff in support of VHA and ILEAD strategic plans. Provides direct administrative supervision to employees under purview, conducts periodic performance reviews, performance coaching and mentoring, and assigns work. Directs appropriate and timely actions to effect compliance with mandatory requirements and organizational needs. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: In order to meet the basic requirement of the Education Program Specialist, 1720 series, you must have: Degree: that included or was supplemented by at least 24 semester hours in Education, Health Care Administration, Human Resources, Business Administration or a Clinical related field, of which at least 9 semester hours must have been in education courses. (TRANSCRIPTS ARE REQUIRED) or Combination of education and experience -- at least 24 semester hours in Education, Health Care Administration, Human Resources, Business Administration or a Clinical related field, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in number 3 below. (TRANSCRIPTS ARE REQUIRED) or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. or At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing leadership and direction in implementing VHA national education and training projects of varying scope, size and complexity. Ensuring the team plans, promotes, and develops educational design strategies for education and training projects by leading effective teams and providing clear direction on interpretation and implementation of the design. Evaluating on-going customer feedback and organizational priorities and establishing and managing staff in support of VHA and program office strategic plans. Providing direct administrative supervision to employees under purview, conducting periodic performance reviews, performance coaching and mentoring, and assigning work. Planning and Evaluation- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Leadership- Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Project Management- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Occasional travel may be required. Work is performed in a normal office environment.
