The Education Program Specialist - Measurement Consultant functions as a national authority on educational measurement with the responsibility of performing a wide variety of tasks necessary to analyze needs and evaluate the impact and effectiveness of high priority training and performance improvement projects and activities. In addition, the Measurement Consultant offers performance consulting assistance to management and education program managers.
Duties

The Education Program Specialist (Measurement Consultant) duties include, but are not limited to:
Conduct performance and training needs analysis, compare actual and ideal performance, and identify performance gaps or opportunities.
Possess advanced knowledge and experience in using Excel to organize, manipulate, summarize, and analyze quantitative and qualitative data.
Utilize training and evaluation models (e.g., ADDIE) to consult with clients about approaches and best practices for identifying program needs and training impact.
Manage multiple projects in various stages of development and execution, including delineating responsibilities and timelines, managing expectations, and adhering to organizational policies and practices.
Provide leadership/direction in measurement and evaluation to clients and teams that include consultants, education specialists, and technical experts.
Partner with customer/stakeholder to clarify needs, business goals, and objectives; agree on desired results and gain agreement on how those results can be achieved efficiently and effectively.
Strengthen the connection between learning and performance by using and promoting a multi-level results-based approach to evaluation.
Design and develop evaluation protocols for use on national measurement programs.
Plan evaluation studies of their projects including linking evaluation and program objectives with expected outcomes, the levels of evaluation necessary, the types of data collection methods to be used for the study, and the timing of data collection.
Utilize statistical analysis software programs (e.g., SPSS) to manage, clean (e.g., outlier analysis, imputation methods), and analyze data at various levels of measurement (e.g., nominal, ordinal, interval, & ratio).
Consult with internal and external clients regarding: needs assessments, evaluation and measurement principles (e.g., return on investment); and methodologies & practices related to the measurement & evaluation in the learning & human performance field.
Build, revise, and deploy electronic data collection instruments, such as surveys, in on-line platforms.
Work Schedule: Monday to Friday, 8am until 4:30pm

Qualifications
Basic Requirement: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.-OR-
Combination of education and experience: At least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described below.-OR-
Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.-OR-
At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.-.AND-
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would be experience that provided you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled. Specialized experience may include: Consulting processes, assessment, evaluation, and measurement principles, methodologies and practices related to the learning and human performance field; Conducting performance and training needs analyses for national, state, and/or local agencies and organizations; Developing plans or programs for improving and strengthening learning and educational programs or conducting evaluation studies of various education projects.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary although some walking or bending m ay be involved in conducting fact-finding assignments and studies. Work is usually conducted in offices and office areas w here there m ay be occasional exposure to unsafe practices or conditions associated with office operations that require normal safety precautions.
