The primary purpose of the position is to lead, manage and supervise Client Relations staff in their performance of project management work for the implementation of educational programs. This multifaceted role encompasses various facets of project management, including project planning, development, and implementation, leading and coordinating activities, project evaluation, contracts administration, and advisory and consultative services.
Duties
This announcement is open to current, permanent Institute for Learning, Education and Development (ILEAD) Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees only. All other candidates will not be considered.
The major duties of this position include but are not limited to:
Oversees all work assigned to the staff supervised, to include the analysis, design, development, implementation, and evaluation of training for existing and emerging systems and processes that fulfill the Veterans Health Administration's (VHA) commitment to develop a highly skilled workforce.
Provides leadership and direction in implementing VHA, VA, NCA, VBA and the Office of the Secretary national education and training projects of varying scope, size and complexity.
Ensures the project team plans, promotes, and develops educational design strategies for education and training projects by leading effective teams and providing clear direction on interpretation and implementation of the design.
Develops comprehensive on-boarding programs for new team members, ensuring they are well-equipped with the necessary skills and knowledge to excel in their roles.
Develops and applies new project methods, approaches, and technologies, and/or extends, revises, and adapts existing methodology to new and unusual situations and creates skill development plans for existing staff to continuously enhance their skills and adapt to changing requirement.
Expert in providing guidance on professional knowledge of instructional methods, instructional systems design, educational testing and measurement, and evaluation of educational programs. This includes all technical aspects of the Service Line.
Assures all assigned education and training activities comply with the agency and accrediting-body standards and meets customer needs. Coordinates the human, financial and educational resources among the assigned staffs and offices.
Monitors the intake process and evaluation of annual planning activities; assesses program performance, identifies areas for improvement, and implements necessary changes to improve program effectiveness; and develops education and training resource requirements and annual plans for assigned team.
Provides oversight of the assessment of root cause analysis of client recovery issues. Maintains oversight for tracking success in Service Line, meeting our outcomes and objectives.
Work Schedule: Monday-Friday 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement:
In order to meet the basic requirement of the Education Program Specialist, 1720 series, you must have:
Degree: that included or was supplemented by at least 24 semester hours in Education, Health Care Administration, Human Resources, Business Administration or a Clinical related field, of which at least 9 semester hours must have been in education courses. (TRANSCRIPTS ARE REQUIRED)
or
Combination of education and experience -- at least 24 semester hours in Education, Health Care Administration, Human Resources, Business Administration or a Clinical related field, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in number 3 below. (TRANSCRIPTS ARE REQUIRED)
or
Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
or
At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ensuring the project team plans, promotes, and develops educational design strategies for education and training projects by leading effective teams and providing clear direction on interpretation and implementation of the design;
Overseeing all work assigned to the staff supervised, to include the analysis, design, development, implementation, and evaluation of training for existing and emerging systems and processes;
Developing comprehensive on-boarding programs for new team members, ensuring they are well-equipped with the necessary skills and knowledge to excel in their roles;
Overseeing, designing and continuously improving education and training projects in VHA by analyzing national training needs, departmental needs, and budget availability;
Assuring all assigned education and training activities comply with the agency and accrediting-body standards and meets customer needs. Coordinating the human, financial and educational resources among the assigned staffs and offices.
You will be rated on the following Competencies for this position:
Technical Competence- Skill in providing professional education leadership, management and program support in a variety of areas to include strategic planning, performance metrics, human resources management, information technology, financial management, customer service and quality improvement.
Program Evaluation and Analysis- Knowledge of and ability to use a wider range of qualitative and quantitative methods to evaluate and assess complex education processes, solve problems and improve program efficiency.
Program Coordination and Integration- Ability to coordinate, evaluate and integrate the work of others into a final cohesive product which accurately reflects the organization's position on a wide variety of issues related to program development and management.
Education and Training- Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
