Duties

PRIMARY PURPOSE: To serve as the Chief of the Advanced Programs Branch Chief and Chief of Integrated Joint Special Technical Operations (IJSTO). Acts as principal advisor to the Division Chief J39, Directors of Operations (NORAD J3 and USNORTHCOM J3), and the NORAD & USNORTHCOM Combatant Commander on all issues involving Alternative Compensatory Control Measures (ACCM), IJSTO, Service Special Access Programs (SAP) and related Advanced Capabilities Employment. Responsible for the supervision of employees in the conduct of ACCM/IJSTO/SAP and related Advanced Capabilities Employment across the NORAD Area of Operations and the USNORTHCOM Area of Responsibility. Develops analyses, policies and procedures for the integration of NORAD & USNORTHCOM ACCM/IJSTO/SAP and related Advanced Capabilities Employment activities into theater and global strategies and planning. Coordinates ACCM/IJSTO/SAP and related Advanced Capabilities Employment with US and Canadian national HQs, geographic and functional Combatant Commands, Services, NORAD regions, and USNORTHCOM Components. Formulates ACCM/IJSTO/SAP and related Advanced Capabilities Employment campaign plans and procedures to support crisis action and deliberate planning utilized for strategic implementation. DUTIES: As Branch Chief, plans, organizes and oversees the end-to-end processes and programs for NORAD and USNORTHCOM on ACCM, IJSTO & SAP activities directed by the National Command Authority (NCA), the SECDEF, Service Chiefs, and Commander, NORAD & USNORTHCOM. Exercises supervisory personnel management responsibilities for the Advanced Programs Branch, NORAD & USNORTHCOM J39 Division. Serves as the Chief, Integrated Joint Special Technical Operations (IJSTO) and command IJSTO subject matter expert for all IJSTO activities directed by the National Command Authority (NCA), the SECDEF and service Chiefs. Serves as the senior ACCM, IJSTO and SAP Security Official within NORAD & USNORTHCOM, responsible for all Advanced Capabilities Employment Security Program Management and oversight with meticulous focus on ACCM, IJSTO and SAP information processing, storing, and dissemination.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
  • This is a Centrally Managed Position in the Operations Field.
  • Most activities within the portfolio of the organization are highly classified and extremely sensitive. Access to information on elements of the portfolio is tightly controlled in accordance with DOD and Joint Staff policy.
  • Access to certain Special Access Programs (SAP) may require the employee to submit to a Polygraph evaluation prior to access being granted (not a pre-employment requirement).
  • Travel by military, and/or commercial aircraft will be required to attend training, conferences, special events, exercises, and operations.
  • The employee can expect to travel outside the local area an average of three days per month or a week every two to three months.
  • Employee has an alternate duty location in Cheyenne Mountain where 12-hour shifts may be required to support contingencies and exercises.
  • Work periods may require extended operations (i.e., 12-hour days) for up to several weeks at a time.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is subject to random testing for drug use. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) when required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. In the event of a crisis situation, the incumbent must continue to perform the duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national security emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent be removed from any military recall status. Based upon a written request from N&NC, the Reserve personnel centers will move selectees/ incumbents from the Ready Reserves to the Standby or Retired Reserves or discharge them under 10USC 271 (b). Will be required to perform Battle Roster functions during Exercise and Contingency events. Battle Roster function for this billet is the IJSTO Chief in the Special Technical Operations Cell (STOC) within Command HQ and alternate Command location. This duty may require additional duty hours and/or alternate duty locations. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Advanced Capabilities Employment (ACE) activities that include information related capabilities (IRC), Alternative Compensatory Control Measures (ACCM), Integrated Joint Special Technical Operations (IJSTO), Special Access Programs (SAP)/Special Access Required (SAR), and joint information operations (IO); Knowledge of DOD organizations-including the mission, roles, functions, and organizational structures-in order to provide command-level staff guidance on Advanced Capabilities Employment (ACE) activities, such as information related capabilities (IRC), Alternative Compensatory Control Measures (ACCM), Integrated Joint Special Technical Operations (IJSTO), special access programs (SAP)/special access required (SAR), and joint information operations (IO). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-???????14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Advanced Capabilities Employment (ACE) activities that include information related capabilities (IRC), Alternative Compensatory Control Measures (ACCM), Integrated Joint Special Technical Operations (IJSTO), Special Access Programs (SAP)/Special Access Required (SAR), and joint information operations (IO). Knowledge of DOD organizations-including the mission, roles, functions, and organizational structures-to provide command-level staff guidance on Advanced Capabilities Employment (ACE) activities, such as information related capabilities (IRC), Alternative Compensatory Control Measures (ACCM), Integrated Joint Special Technical Operations (IJSTO), special access programs (SAP)/special access required (SAR), and joint information operations (IO). Expert skill in negotiation to reach inter-command, inter-service and/or inter-agency agreements relating to national defense Advanced Capabilities Employment (ACE) activities in such areas as derived data analysis (includes defense of controversial analysis), analytic structures and cost sharing, technical cooperation programs, and service directives. Skill in integrating Advanced Capabilities Employment operations, activities and investments (OAI) into theater and global strategies and plans. Ability to analyze, research, strategize, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views. Ability to communicate--both orally and in writing--clearly, concisely, with technical accuracy, and with tact and diplomacy. Ability to organize and participate in or lead study teams tasked to originate new ideas, projects, and methodologies. Ability to execute projects and/or studies within established financial and/or time constraints. Ability to plan, organize, and direct the office functions and supervise, mentor, motivate, and appraise the subordinate staff. Ability to evaluate, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
