The primary purpose of this position is to serve as a subject matter expert in VTM to provide threat mitigation in commercial support to operations. The analyst coordinates with requiring activities to ensure all prime vendors seeking contracts and performing or delivering in the USCENTCOM AOR are be vetted prior to receiving a contract. Duties

Serves as the focal point for United States Central Command (USCENTCOM) Vendor Threat Mitigation (VTM) plans and operations. Independently review intelligence reports, and provide recommendations to Branch Chief to support vendor rating decisions. Provides USCENTCOM VTM liaison services to mission partners. Provides VTM advisory support services to Requiring Activities (RA) and Contracting Activities (CA) to aid in the creation of RMPs. Prepares for, organizes, facilitates, and participates in VTM-related meetings, working groups, and boards. Performs VTM reporting and responds to Requests for Information (RFIs). Maintains VTM knowledge management products. Supports processes and procedures ensuring the capture of, and access to, VTM data, information, and knowledge through existing and emergent tools to enable timely decision making. Performs other inherently governmental duties and tasks as assigned. Serves as Contractor Officer Representative (COR) for VTM Support Cell contract.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the (cont'd)
  • (cont'd) USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. (cont'd)

  • This position is designated as a key position In Accordance With (IAW) Air Force Instruction (AFI) 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. (cont'd)
  • (cont'd) Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Incumbent is subject to recall during off-shift hours seven days a week, twenty-four hours a day and may be required to perform periodic TDY (CONUS) in commercial and military aircraft.
  • Work frequently takes place away from the normal duty station and requires in-depth USCENTCOM and AOR expertise which is critical to the successful completion of the work.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Vendor Threat Mitigation, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, and theories of Vendor Threat Mitigation, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
