The Ambulatory Care/Outpatient Pharmacy Technician Supervisor is responsible for assisting/coordinating comprehensive pharmaceutical care activities. These activities include ambulatory care services such as, outpatient prescription processing and dispensing of mail-out and window prescriptions, supporting the facility primary care and specialty clinics, Community Based Outpatient Clinics (CBOC), and Community Care Prescription program.
Duties
Duties to include but not limited to the following:
The incumbent is responsible for the supervision of the outpatient pharmacy technicians, students, and volunteers and is responsible for all technician activities and functions generated by the section on a daily basis.
The incumbent is responsible for planning, organizing, reviewing work, and administering personnel matters.
The incumbent will assign duties, control work assignments, schedule personnel, grant leave, and evaluate outpatient pharmacy technicians' work.
The incumbent will develop and implement procedural guidelines for technical and administrative duties such as developing a procedure for items temporarily out of stock.
The incumbent will identify specific clinic matters requiring a deferral to a pharmacist.
The incumbent will effectively communicate with employees and union representatives in regard to employee disciplinary actions, complaints, grievances, and other matters involved in daily administration of labor-management agreements.
The incumbent is responsible for scheduling outpatient technicians and assigning coverage to adequately meet the daily work demands, coordinate and manage workflow, goals of the hospital, and customer service demands.
The incumbent is responsible for planning and granting leave to ensure sufficient coverage of the work demands.
The incumbent is responsible for planning and reporting over-time and comp-time to senior pharmacy management for approval.
The incumbent will assist the Chief of Pharmacy or designee in interviewing and selecting new outpatient pharmacy technicians.
The incumbent will review and update the outpatient pharmacy technicians' performance standards and competencies as needed. The incumbent will identify areas for improvement needed by the outpatient pharmacy technician.
The incumbent will discuss with the outpatient pharmacy technicians' performance on a semi-annual basis within the scheduled period.
The incumbent will review the Performance Standards with the outpatient pharmacy technicians on an annual basis within the scheduled period.
The incumbent will complete and submit the yearly Performance Appraisals within the scheduled period.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English proficiency
PTCB or NHA certification
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Experience: One year of progressively complex experience equivalent to the lower grade level of GS-08.
Grade Determinations: In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated:
Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.).
Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.
Skill in solving problems and implementing corrective actions to maximize outcomes in their program area.
Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections).
Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area.
Skill in interpersonal relationships in dealing with employees, team leaders and managers.
Ability to utilize staffing methodology principles to determine adequate staffing to coordinate and manage workflow and work activities within pharmacy

The full performance level of this vacancy is GS 9.
Physical Requirements:
The work requires repetitive motion, standing, walking, reaching, stooping, lifting heavy objects up to 50 pounds, pushing heavy or bulky carts and at times may be physically demanding, sometimes for extended periods of time.
Must be able to adjust to changing environments.
Must demonstrate the ability to stay on task, to multi-task, and to adapt to the speed of the workflow as required to provide the best customer service possible to the veterans and staff.
