Duties
This Visual Information Specialist position is located Enterprise Support (ES), Training & Development (T&D)/Training Operation Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Identify and propose solutions to unique, complex visual communications problems. Creates, reviews, and edits training-related visual communication such as curriculum templates, digital images, fact sheets, flyers, job aids, infographics, posters, motion graphics, micro learning videos, illustrations, and charts. Independently employs modern communication principles for effective communication, including digital media technology such as Adobe (i.e., Illustrator, Photoshop, InDesign, After Effects), Microsoft (Word, PowerPoint, Excel, Visio), Articulate Storyline 360, and innovative tools as they are approved (e.g. Generative AI.)
Responsible for coordinating and carrying out projects or assignments including resolving most problems, interpreting policy in terms of established objectives, determining approach to be taken, and the methods and techniques to be employed. Provide advice and guidance on the application of policies and procedures on TSA branding guidelines, color theory, photography usage, copyright, and 508 guidelines. Ensures compliance with DHS and TSA design and technology standards.
Provides creative and innovative multimedia training products and solutions to serve the needs and requirements of instructional designers. Translates generally stated requirements of instructional designers into designs for the appropriate products. Develops presentations supporting formal briefings or training lectures using visual materials presented to the audience in the form of photographic slides, overhead transparencies, flip charts, and posters.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Experience in graphic design and multimedia development using visual/video/audio/animation software to develop interactive web-based multimedia products; AND
Experience integrating multimedia products into various web based/digital training products.
To qualify for the SV- J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Experience in creating and updating multimedia products and integrating them into various web based/digital learning platforms; AND
Experience in using a wide variety of art media computer graphics systems to develop new presentation formats using various visual/video/audio/animation software programs; AND
Experience preparing and using photographs, illustration; AND Identifying, planning, analyzing, and creating solutions to visual communication materials to present clear messages.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
