The primary purpose of this position is: To function as the base Test Control Officer (TCO) in the administration of the military personnel testing program.
Duties
DUTY 1: Administers the installation's military personnel testing program for a variety of military tests.
DUTY 2: Oversees the Foreign Language Proficiency Pay (FLPP) Program.
DUTY 3: Maintains and controls test material. Monitors and reviews stock levels to ensure appropriate test materials are available.
DUTY 4: Receives and reviews testing requirements in support of the Weighted Airman Promotion System (WAPS).
DUTY 5: Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

Qualifications
This is a GG-07 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of military policies and procedures relating to the military testing program and an understanding of the coding system and verification data applicable to eligibility requirements. Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of test materials. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: I have I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. COMBINATION OF EDUCATION AND EXPERIENCE: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military policies and procedures relating to the military testing program and an understanding of the coding system and verification data applicable to eligibility requirements.
Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of test materials.
Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
Skill in typing; a qualified typist is required.
Ability to communicate effectively, both orally and in writing.
Ability to analyze automated products to determine adequacy and/or deficiencies of testing program.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
