Duties
Typical work assignments include:
Design parameters and planning criteria, and determines if all requirements are satisfactory to preclude extensive revisions at a later date.
Reviews architectural and engineering (A&E) statements of work, design documents, specifications, and other relevant documentation, to confirm accuracy and adequacy of architectural and engineering services to be provided.
Responsible for monitoring, tracking, accounting for and coordinating all aspects of construction, architectural, security, IT solutions, reviewing and approving funding changes (within authorities provided) from multiple sources to multiple vendors.
Facilitates all project milestone activities and collaborate all partner project manager activities, including complex security design standards (i.e., SCIFs), security framework approvals, implementation and installation; broad IT solutions coordination; including enterprise architecture and IT structural framework design (telecom, A/V, cabling, etc.), hardware installation and modification, system analyses, network services and products implementations and upgrades; and customer support system improvements that align with facility design parameters.
Uses broad professional knowledge of, and skill in applying, a wide range of construction, design or architectural theories, concepts, and principles in various disciplines involving combinations of complex features to determine and/or execute actions for a wide range of planning or designing substantial new construction, renovation, and improvement projects for facilities.
Prepares, presents, and evaluates plans, designs, reports, and correspondence.
Provides technical review of design calculations, analyses, drawings, and specifications to ensure compliance with construction methods and standards and project objectives.
Applies broad professional knowledge and skill to a wide range of administrative, construction, physical security and IT solutions, and architectural principles, concepts, standards, and methods to formulate, execute, advise on, and explain recommendations or solutions to modify standard practices, equipment, devices, processes and known techniques used in facilities projects/programs and solve a wide variety of complex problems.
Upon project completion, responsible for inspecting, accepting, and turnover to end user.
Provides advice and briefings to senior colleagues and OCOSO/CISA officials responsible for broad facilities program operations.

Recommends new equipment installations supportive of mission requirements and/or reflective of new technologies.
Recommends modifications to facilities to accommodate new equipment.
Planning, control, coordinating, cost estimating, scoping, design analysis, scheduling, execution and monitoring all aspects of assigned projects within their portfolio.
Prepares and monitors project time schedules and facilities projects to assure compliance with contract provisions and standards
Coordinates all design phases with the Facilities project/program manager(s) and staff elements.
Advises on conflicting requirements involving client expectations, legislation, geographic unique issues, and engineering requirements associated with nation-wide facilities projects.
Qualifications
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Utilizing project management practices and tools to simultaneously manage multiple complex and high-risk construction and/or repair and alteration projects AND
Managing complex projects (balancing scope/quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout AND
Interpreting multi-level customer needs and developing them into actionable requirements including developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies AND
Managing multiple stakeholders by developing relationship strategies AND
Applying procurement knowledge and experience to manage contracts supporting assigned projects; and negotiating sound facilities transactions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
