The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. CISA is at the heart of mobilizing a collective defense as we lead the Nation's efforts to understand and manage risk to our critical infrastructure. Our partners in this mission span the public and private sectors. CISA programs and services are driven by our comprehensive understanding of the risk environment and the corresponding needs identified by our stakeholders. We seek to help organizations better manage risk and increase resilience using all available resources, whether provided by the Federal Government, commercial vendors, or their own capabilities. CISA accomplishes its mission through five key functions: - National Risk Management - Infrastructure and Cybersecurity Operations - Critical Infrastructure Resilience - Federal Information Security - Interoperable Emergency Communications The Office of the Chief Operations Support Officer (OCOSO): Provides responsive, high-quality support through excellence in innovation, customer service, governance, and performance. This position is located in the Facilities Branch, OCOSO. The Facilities Branch provides a wide range of engineering, program and facilities expertise for the design, operations, and maintenance of CISA facilities across the nation. The incumbent is responsible for and leads the life cycle management of projects. Responsibilities include, but not limited to planning, control, coordinating, cost estimating, scoping, design analysis, scheduling, execution and monitoring all aspects of assigned projects within their portfolio, throughout CISA, simultaneously. The incumbent is also responsible for monitoring, tracking, accounting for and coordinating all aspects of construction, architectural, security, IT solutions, reviewing and approving funding changes (within authorities provided) from multiple sources to multiple vendors. Reviews planning, design and construction plans, interprets specifications applying to approved design parameters and planning criteria, and determines if all requirements are satisfactory to preclude extensive revisions at a later date. Provides regular status updates, presentations, and reports to leadership. Upon project completion, responsible for inspecting, accepting, and turnover to end user. Incumbent makes continuous analyses and decisions pertaining to adequacy of space assignments, layouts, improvements, and adjustments necessitated by modern equipment, furniture, technology, and other considerations. Provides guidelines, implements policy, renders advice, assistance, guidance on various issues, and problems. Coordinates closely with GSA (or other external agency) to ensure funding, leases, and vendors are in place to ensure a successful project completion. Reviews architectural and engineering (A&E) statements of work to confirm accuracy and adequacy of engineering services to be provided. Executes facilities projects which represent an important segment of OCOSO/CISA operating programs affecting the entire workforce and the public using the facilities, and the sustainability of natural resources and the environment. Prepares and monitors project time schedules and facilities projects to assure compliance with contract provisions and standards. Participates in meetings with the General Services Administration (GSA), contractors and project sponsors to assure adherence to schedules and project design. Provides advice and briefings to senior colleagues and OCOSO/CISA officials responsible for broad facilities program operations.

You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Experience utilizing project management practices and tools to simultaneously manage multiple complex and high-risk construction and/or repair and alteration projects within a facility; Managing complex projects (balancing scope/quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements, developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship strategies; and Applying procurement knowledge and experience to manage contracts supporting assigned projects; and negotiating sound facilities transactions. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-13 grade level.
