The primary purpose of this position, Operational Test and Evaluation Specialist, GS-0301-13 is serve as the USAF Operational Test & Evaluation Weapons System Evaluation Program Manager for Flight Operations evaluating all USAF CAF Fighter, Bomber and RPA Combat units.

Duties

- Serve as the Operational Test and Evaluation (OT&E) Specialist for assigned weapon systems and subsystems. - Design, develop, and direct the operational weapon system evaluation plans for all CAF fighter, bomber and RPA units. - Responsible for the WSEP annual report, required by CSAF Plan 53, that will be submitted to Commander, Air Combat Command who will, in turn, present it to the Chief of Staff of the Air Force. - Execute, chair, and/or attend test & evaluations events, integrated test planning meetings, Joint Reliability and Maintainability Evaluation Team (JRMET) meetings, deficiency report boards (DRB), core teams, and any other meetings necessary to plan and execute WSEP Evaluations.

  • Experience as a rated military aviator (pilot/navigator) is required to perform the duties of the position.
  • Experience in aircraft test, either developmental test or operational test, as an aircrew member is highly desired.
  • Previous experience as an instructor in a military aircraft is highly desirable.
  • Position to be filled through Delegated Examining Authority.
  • Category rating and selection procedures will be utilized.
  • Veterans must submit required documents to receive Veteran's preference.
  • A master’s degree in a related area is highly desirable.
  • Combat flight experience is highly desired.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SPECIAL SENSITIVE LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. Examples of specialized experience include analyzing and measuring the effectiveness, efficiency, and productivity of test and evaluation programs and support activities to ensure that programs are within schedule, baseline, cost, and performance and/or knowledge of test and evaluation methodologies to develop and implement advanced or innovative modifications to standard accepted methods and practices of aircraft system testing. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of airpower plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems to include military rated aviator (pilot/navigator) expertise as it applies to assigned programs. Knowledge of airpower program goals, objectives, and operational missions while planning, coordinating, and budgeting OT&E test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge sufficient to analyze and draw conclusions regarding test mission results and write technical reports appropriate for technical level reviews. Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational tests for highly complex weapon systems and subsystems. Ability to research, analyze, and interpret high-level guidelines and instructions requiring considerable adaptation and/or interpretation for application to issues or problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. A favorable suitability determination is required before appointment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PHYSICAL EFFORT: Work is primarily sedentary in nature. Incumbent may be required to travel by commercial aircraft and work irregular hours. Walking, standing, bending, stooping, and climbing stairs are often required. WORKING CONDITIONS: The work is usually performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. Travel may be required to observe OT&Es in the field which may involve moderate risks or discomforts.
