As a Program Analyst, you will:
Conduct analyses of regulatory and statutory proposals, initiatives, and multifamily affordable housing, housing preservation, utility efficiency and climate resiliency related program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes.
Review and analyze legislative proposals based on the Department's overall goals and program needs to ensure that there is no negative impact of such legislation on existing multifamily housing policies or legislation.
Prepare and present written reports or oral narratives to the Division Director, Office Director and Deputy, DAS for Multifamily Housing Programs, or other officials regarding proposed legislation, regulations, or procedures that have impact on multifamily housing programs.
Work directly with other policy officials in the Office of Multifamily Housing, contractors and the rest of HUD, in order to resolve complex policy issues of exceptional importance.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
- Identifying and applying program criteria to multifamily housing or energy or water efficiency, or utility benchmarking, or green retrofit, or climate resiliency activities; AND
- Applying problem solving methods and analytical techniques related to program improvements; AND
- Using spreadsheet or database systems to manage and analyze information; AND
- Collecting and researching information for preparing program reports or policy proposals.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
