A successful candidate in this position will provide develop, produce, and maintains operational guidance related to mission operations such as Standard Operating Procedures, manuals, guides, and other operational requirements documents.
Duties
- Responsible for supervising the development and revision of operational policies and operating procedures that affect the day-to-day operations of the Transportation Safeguards System (TSS).
- Initiates revisions to OMO procedures, OST policies, and DOE directives in accordance with evolving TSS goals and objectives.
- Establishes operational requirements for training, equipment and other operational support and coordinates the implementation to ensure mission needs are met.
- Responsible for processing Mission Needs Statements, integrating FA input, and establishing operational requirements for training equipment and coordination.
- Monitors, approves and supervise a branch responsible for equipment modernization and requirement fabrication to support the mission. Perform mission analysis and publish comprehensive Mission Essential Task List (METL) used to guide and validate operational training equipment and operational support requirements for OST. The incumbent must have Familiarization in training development programs and evaluation used within the Office of Secure Transportation. This identifies the essential tasks needed, their relative priorities, the proper sequence for the introduction of new skill sets, methods of instruction and evaluation of performance-oriented training programs.
Qualifications
This position requires one year of experience in the next lower pay band which demonstrates a comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities. This is a secondary position which must include experience as a Nuclear Materials Courier that demonstrates in-depth knowledge of Transportation Safeguards System {TSS).
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as:
Examples of Specialized Experience:
1. Experience with records management of classified information pertaining to TSS activities.
2. ???????Providing authoritative transportation management expertise and support to Command level and OST management to plan.
3. Coordinating operations involving the safe and secure transportation across the United States of special nuclear materials, weapons and weapons components, and test/training components.
