This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstrations Group (SDG).
As a Health Insurance Specialist, GS-0107-13, you will be responsible for the formulation, coordination, integration, and implementation of national program policies and operations relating to Medicaid and the Children's Health Insurance Program (CHIP) under Section 1115 Demonstrations.
Duties
Review, evaluate, and develop Medicaid and CHIP program policy pertaining to Section 1115 demonstration program for consideration by senior management.
Develop and review policy issues and draft policy documents, special terms and conditions and procedures pertaining to Section 1115 demonstration initiatives.
Serve as an expert in the development, evaluation, and implementation of policies related to Medicaid, CHIP, and Basic Health Program (BHP) policies.
Provide consultation and technical assistance on health reform issues as they impact CMCS and other CMS component staff.
Prepare all forms of written correspondence regarding Medicare, Medicaid, or CHIP and other program issues to the public, Congressional staff, industry contacts, and State representatives.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Developing or implementing Medicaid policies in one or more of the following: State Medicaid agency, managed care plan, health system or other organization serving Medicaid eligible;
Researching program issues to provide technical assistance or to develop appropriate responses to inquiries that include legal citations in the law, regulations, or policy issuances; AND
Drafting a variety of technical documents (i.e. health program policy issue and decision papers, briefing material, guidelines/procedural instructions, correspondence and/or terms and conditions or other legal documents).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
