The primary purpose of this position is: The KC-46 Data Configuration Manager (DCM) designs, develops, and maintains a sustainable, long-term, and up-to-date KC-46 Data Transfer Device (DTD) online file database, to be utilized by all MPC's across affiliate Wings that operate the KC-46 aircraft, and establishes local organizational policies and procedures.
Duties
Develops, maintains, monitors and performance-tunes the KC-46 Data Transfer Device (DTD) online file database.
Maintains accountability, proper configuration, and coordinates for the maintenance of all 22d Air Refueling Wing (ARW) KC-46 Data Transfer Devices (DTD).
Develops organizational policies and procedures to establish and advance the KC-46 Data Configuration Manager (DCM) role within AMC's KC-46 Mission Planning Centers (MPC).
Provides 22d Air Refueling Wing (ARW) Aircrew assistance and/or training in maintaining, operating, and troubleshooting KC-46 Data Transfer Devices (DTD) while off-station.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Incumbent of this position is subject to the possibility of a random drug test.
- Strong Information Technology (IT) systems, Cybersecurity, and Data Management background is highly desired.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- This is a TERM position NTE: 13 Month from Hire Date
Qualifications

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes application of a full range of database management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining unclassified and classified database systems that meet current and future operational mission requirements. Application of database management principles and policies to include defining data polices and standards, planning for the efficient use of data, coordinating data structures, and performing logical database designs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of database management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining unclassified and classified database systems that meet current and future operational mission requirements.
Skill in analyzing and interpreting technical manuals and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions as it relates to Mission Planning Environment software and hardware.
Skill in communicating effectively, including technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and test engineers, using a high degree of tact and diplomacy; negotiate complex issues; develop and maintain effective working relationships.
Ability to analyze component interrelationships and evaluate computer database systems and computer applications.
Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions and solve a variety of database management problems.
Ability to develop and conduct training to ensure proper operation of the KC-46 Data Transfer Devices (DTD).
Knowledge of required security and safety regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
