THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a IT SPECIALIST (NETWORK/SYSADMIN) (TITLE 32), Position Description Number D2727000 and is part of the IL DOL, National Guard.
**The permanent location of this position is Bloomington, IL. If selected for this position, you will be required to work in Bloomington, IL. Estimated date of move is 2025. PCS move may be authorized for the move to Bloomington, IL.**
Duties
As a IT SPECIALIST (NETWORK/SYSADMIN) (TITLE 32), GS-2210-11, you will provide support for Automated Logistics Information Systems and Programs to all State/Territories activities/organizations and perform a wide range of specialized methods/techniques for planning; analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization.
Major Duties - This is NOT an all-inclusive list:
Exercise knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics System and Programs.
Utilize an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation.
Identify funding requirements to support SASMO operations, justify and submit budget requirements for State operating budget, and execute funds received.
Serve as the technical expert within the state/territory responsible for providing technical and functional guidance for serviced Automated Logistics Systems and Programs.
Serve as the senior LIT systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs.
Evaluate trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis.
Perform Software conversion, hardware fielding and continuous support.
Research and resolve hardware, software, and applications program problems by troubleshooting and working with user, NGB support agencies, and/or manufacturer/vendors/representatives as required.
Develop/implement programs to ensure software and vulnerabilities updates are applied in proper order.
Coordinate and communicate with Department of the Army (DA), National Guard Bureau (NGB), and Program Executive Office/Program Manager, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages.
Provide advisory services for functional users.
Assist functional users in automated CSS systems management and operation.
Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
Military Grades: Enlisted/Warrant Officer/Officer - Minimum Rank E5- Maximum Rank O4
GENERAL EXPERIENCE: MUST possess IT-related experience demonstrating ability to be conscientious about attending to detail while performing work; works well with clients and customers, ability to express information to individuals or groups effectively, taking into account the audience and nature of the information; make clear and convincing oral presentations; ability to identify problems and evaluate solutions.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year in the next lower level of GS-9; experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education
If you are using Education to qualify for this position, for GS-11 you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
