THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN), Position Description Number D1542000 and is part of the IL JFHQ, National Guard.
Duties
As a SUPERVISORY IT SPECIALIST (PLCYPLN), GS-2210-14, you will manage the state's Command, Control, Communications, and Computers Systems Support program.
Major Duties - This is NOT an all-inclusive list:
Establish, revise, or review policies, procedures, mission objectives, and organization design for staff, as necessary to eliminate work problems or barriers to mission accomplishment.
Balance workload and provide overall direction and vision to subordinates on a wide range of information management and administrative issues.
Establish metrics and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures.
Evaluate requirements for additional resources submitted by subordinate supervisors, and balance organization needs with overall mission requirements and resources interests.
Identify need for change in organization priorities and take action to implement such changes.
Plan and schedule work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives.
Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.
Appraise performance of subordinate supervisors and other employees directly supervised and serve as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
Approve expenses comparable to within-grade increases, extensive overtime, and employee travel.
Initiate action to correct performance or conduct problems of employees directly supervised and review serious disciplinary actions.
Serve as the primary staff advisor and authoritative expert on matters pertaining to information management/service, information technology, communications, and information assurance.
Serve as the technical proponent for strategic and tactical communications and information technology systems.
Approve and/or disapprove recommendations for new hardware and software systems for compatibility with existing information technology systems, facilities, equipment, security, and the associated long-term effects.
Ensure implementation and administration of all applicable regulations governing the organization's Information Management program.
Determine goals and objectives that need additional emphasis and determine the best approach of solution for resolving these needs.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
Military Grades: Officer, LTC - may not exceed COL.
GENERAL EXPERIENCE: Must possess experience, education or training that has provided you with a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process. Please Note: Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: GS-14 Level - Must possess specialized experience, which includes at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
SUPERVISORY EXPERIENCE: Must possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
