You will serve as a TEST MANAGEMENT SPECIALIST in the RANGES/TARGETS OPS & LABS GROUP, CHINA LAKE RANGES DEPT, RANGE OPERATIONS DIV, TEST MGMT BR, TEST MGMT BR/TESTMGMT SEC 2 of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will provide direction, management, and coordination of test events conducted on the China Lake Land Ranges. You will implement customer requirements into a Range event plans by using Range planning software tools. You will ensure instrumentation resources required are available when testing is conducted. You will ensure all parameters of the testing, from design and material purchase through execution and final billing of test, are accounted for and subsequently charged to the customer correctly using software accounting and tracking programs.

Requirements

• You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• MSP/PPP applicants must currently hold the required security clearance.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

DS-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DS-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Understanding of Ranges policies and procedures for planning, scheduling, executing, and billing for Test Events; 2) Navigating software systems to request, schedule, conduct, and bill events; 3) Communicating effectively capabilities, policies, and procedures to customers and resource providers. DS-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DS-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Understanding Ranges used in test events; 2) Navigating software systems used for test event planning and coordination; 3) Communicating effectively with multi-disciplined teams. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
