The primary purpose of this position is to serve as a Configuration Management Specialist in a developmental capacity performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.
Duties
Performs developmental and recurring work assignments.
Assisting in the administrative operations of the configuration management/quality assurance of software.
Assisting with preserving the integrity of the software by managing the software during its change process.
Assisting with reviews and directs the progress of configuration management and quality assurance in meeting program objectives.
Assisting in discussions, meetings and serve on panels or committees.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-5 SPECIALIZED EXPERIENCE: Applicants must have at least 3 years experience including 1 year (52 weeks) of specialized experience at the next lower grade GS-4, or equivalent in other pay systems. Examples of specialized experience includes following instructions given by the supervisor or a higher-graded specialist, performing highly structured work assignments of limited difficulty, performing recurring technical assignments where few problems are expected to arise and participating with other specialists in performing work associated with conducting special studies, program initiatives, or projects.

GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software program activities to implement software program management and implementation between engineering, contracting, manufacturing, and other stakeholders. Advises program managers of system problems and seeks resolution to disseminate to necessary parties.

EDUCATION: 1 full year of graduate level education OR superior academic achievement
OR
COMBINATION OF EXPERIENCE AND EDUCATION.
GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software program principles to anticipate and adapt to program changes and engineering compromises. Such changes require adaptability and skill in adjusting production schedules or funding and communicating those changes within the scope of configuration management/quality assurance.

OR
EDUCATION: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software change process to monitor and study impacts on configuration management as well as quality assurance. Develops recommendations from analysis of interrelated issues with software changes to program mangers as well as contractors.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year equivalent to the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of Configuration Management Specialist or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques in configuration management.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
DEVELOPMENTAL POSTIION: This position is a developmental (GS-05, Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade.
