You will serve as a INTERDISCIPLINARY in the MODELING AND FORECASTING DEPARTMENT of the FLT NUMER OCEANGPHY METEO CTR. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. GS-12: $108,245 - $140,713 GS-11: $90,310 - $117,400

Duties

You will maintain regional environmental modeling systems, including testing and validation of new atmospheric, ocean, and/or wave observational data types. You will analyze and validate environmental numerical model output against observational data and research studies. You will provide technical support to federal agencies and other stakeholders who rely on environmental numerical model data for decision-making purposes. You will develop and optimize high-performance computer programs.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying an advanced knowledge of theoretical meteorology and/or oceanography, including the dynamics of the atmosphere/ocean, mesoscale processes and the application of computer methods of numerical mesoscale forecast analysis and prediction. Experience applying an advanced knowledge of the theories, methods and techniques of professional meteorology and/or oceanography sufficient to serve as a recognized specialist working to improve forecast guidance and the performance of tactical decision aids for one or more of the major product areas. Experience applying knowledge of conventional meteorological and/or oceanographic (METOC) in situ observing platforms and the algorithms used to produce environmental estimates and derived METOC products. Experience applying knowledge of METOC satellites, their sensors, the algorithms used to produce environmental estimates, and the METOC products derived from satellite data. Experience applying an advanced knowledge of an advanced programming language such as FORTRAN, PERL, or Python, an advanced operating system such as UNIX or LINUX, software configuration management, and visualization of large scientific data sets. In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of theoretical meteorology and/or oceanography, including the dynamics of the atmosphere/ocean, mesoscale processes and the application of computer methods of numerical mesoscale forecast analysis and prediction. Experience using statistical methods and standard techniques for post-processing and evaluating atmospheric, oceanographic and/or wave model numerical analysis and forecast products. Experience applying a basic knowledge of air-sea interaction theory. Experience applying knowledge of software engineering techniques as applied to the development and maintenance of automated, real-time systems. Experience using skills in public speaking and in technical writing, and having a broad understanding of environmental processes relevant to military missions. Education

Physical Scientist 1301
Basic Requirements:
  • (A) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
  • (B) Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Meteorology Series 1340
Basic Requirements:
  • (A) Degree: meteorology, atmospheric science, or other natural science major that included:
    1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
      1. Six semester hours of atmospheric dynamics and thermodynamics;*
      2. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
      3. Three semester hours of physical meteorology; and
      4. Two semester hours of remote sensing of the atmosphere and/or instrumentation.
    2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
    3. Three semester hours of ordinary differential equations.*
    4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

OR
  • (B) Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Oceanography Series 1360
Basic Requirements:
  • (A) Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
OR
  • (B) Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

There are no educational substitutions for basic requirements. Basic requirements are required for this position. However, the following are educational substitutions for specialized experience.

GS-12: NO SUBSTITUTIONS

GS-11:
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent degree doctoral degree
OR
A combination of experience and graduate education as described above that equates to one year of experience.
