Duties

Serve as an Environmental Program and Project Manager. Manage, control, coordinate and execute assigned programs and projects involving Remediation and Environmental Compliance of Bulk Petroleum. Plan, prepare, and implement corporate decisions, guidance, laws, regulations, and policy in the development of the project(s) in support of the program assigned. Negotiate and integrate all the Agency’s Environmental Energy functions (i.e. Compliance and Restoration) into DLA Energy planning, designs, studies, cost engineering, construction, real estate, contracting, inventory, DFSP Management, etc. Supports DLA Energy customer needs’ ensuring regulatory requirements and other Agencies' commitments are defined and implemented. Environmental restoration projects assignments may include: bioremediation, groundwater extraction and treatment, vapor extraction, soil washing, incineration and soil vapor extraction assessment of sites containing fuel cont. cont. and fuel-related contaminants, heavy metals, and semi-volatiles and volatiles. Future projects may include treatment and remediation of emergent chemicals. Environmental compliance projects may include: leak detection maintenance and certification, NEPA analysis, Military Construction Reviews, Capitalization Merit and Review Committee participation Environmental Management of a Permitted Defense Fuel Support Point Environmental Document Development, Underground Storage Tank Operators Training, Spill Response Training, Defense State Memorandum of Agreement, Oil Spill Recovery Organization, and Environmental Service Contracts.

Qualifications

To qualify for an Environmental Protection Specialist, GS-0028-13 your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Managing an Environmental Protection program or project. Participating in environmental restoration and/or compliance projects. Ensuring regulatory requirements are met in fuel/energy programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
