This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DOD positions to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Provides program oversight of activities related to compliance, conservation, restoration, and pollution prevention.
Manages the environmental program in consonance with state and Federal laws and regulations, DoD directives, U. S. Executive orders and Headquarters, Department of Army policies and regulations.
Develops and implements plans, policies, directives, and guidance required for the execution of the environmental program.
Provides staff assistance and direction to installation elements and subordinate activities, conducting on-site evaluations of programs, and providing environmental management consultation.
Maintains awareness of current and emerging environmental regulations and policies; monitors impact on mission and operations and advises installation commander, senior mission commander and tenant leadership.
Supervises a staff of employees engaged in execution of the full spectrum of the Army Environmental Program (to include environmental compliance, pollution prevention, installation restoration, and conservation programs).

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is designated as high risk involving Public Trust.

Specialized Experience: One year of specialized experience which includes developing and implementing installation plans, policies, and directives for effective execution of environmental and natural resource management programs; conducting analysis to identify, quantify and evaluate program resources and determine requirements to meet existing or anticipated operational problems; serving as a consultant on environmental program requirements to include compliance, conservation, restoration, and pollution prevention; and performing a wide range of personnel management duties (such as appraisals, training, work distribution, and disciplinary actions). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
