The incumbent serves as a Business Administration Service Supervisor in the Outpatient Primary Care and Specialty Clinics within the Southern Nevada Healthcare System (VASNHS). The incumbent will be primarily located at one of the Community Based Outpatient Clinics within VASNHS. The incumbent will be assigned to different work areas based on need. Incumbent has sound knowledge of inpatient and outpatient services.

Duties

The Supervisor performs a wide variety of analytical and evaluative duties. Services in a multifaceted capacity in support of the Chief, Health Administration Service. The incumbent is responsible for demonstrating flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality and builds customer confidence by professional dress and demeanor. Duties include, but may not be limited to the following: Supervision of all HAS staff in the assigned areas of: Customer Service, Enrollment/Eligibility and Beneficiary Travel, Means Testing, Veterans Identification Cards (VIC), Admissions/Discharges/Transfers, Emergency Department, Scheduling, Pre-registration, Insurance Card Buffer (ICB) Capture, Specialty Service Consult management, Electronic Wait List (EWL) management and Telephone management. Delegated authority necessary to accomplish assigned programs, performing the full range of supervisory duties and responsibilities to effectively utilize the resources and manpower allocated to assigned area. Identified training needs and finds ways to improve production or increase the quality of work within the assigned areas. Responsible for resolving complex problems to ensure patient services are provided in an efficient and patient focused manner. Analyzes data to evaluate individual staff and program performance, including identification of patterns and tends. Responsible for directing all administrative functions for outpatient care for VASNHS within assigned outpatient clinics and supervision of the MSA staff who are in direct support of the services. Plan and carry out projects to improve efficiency and productivity of the organization and employees in administrative support activities. Manage the day-to-day administrative operations of the outpatient clinics assigned. Delegated authority necessary to accomplish assigned programs, performing and full range of supervisory duties and responsibilities to effectively utilize the resources and manpower allocated to the assigned area. Provides technical and administrative supervisor to the assigned MSAs. Oversee the daily operation of the outpatient clinics, ensure VHA policies and priorities are being followed; develops performance standards, evaluates work performance, setting team goals and technically directing the work of subordinates. Coordinates leave of the MSAs, approving time and leave as appropriated and arranging cross-coverage. Gives advice, counsel instruction to employees on work and administrative matters. Interviews candidates for subordinate positions, recommends appointments, promotions, and reassignments. Hears and resolves complaints, refer group grievances and serious, unresolved complaints to higher level. Develops performance standards Recommends awards and bonuses for non-supervisory employees and changes in functional statements, subject to higher level approval. Finds and implements way to eliminate or reduce significant bottlenecks and barrier to productions, team building and improving business practices. Daily contact with managers, clinicians, staff within and outside Business Administration Service, Veterans and/or their families, other VA medical facilities, non-VA medical facilities, congressional representatives, and representatives of Veteran Service Organization. Contact may be in person, telephone, or correspondence. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Experience analytical, and quantitative problem solving and analysis. Experience in medical center and healthcare administrative principles, theories, and practices, as well as skill in applying this to program administration, and administration, and quality/production goals. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate level degree; or Two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B or J.D, in a related field that meets the requirements for GS-09. OR, (NOTE: Transcripts with degree confer date must be submitted with the application. Education cannot be credited without documentation). Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
