Duties
This Supervisory Program Specialist position is located in the Enterprise Support (ES), Training & Development (T&D), Training Center Division (TCD), Training Center, Las Vegas, NV (TCLV), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a Supervisory Program Specialist and reports directly to the Branch Manager. The Incumbent serves as staff expert and technical advisor to provide guidance and recommendations to senior leadership regarding a wide variety of high profile, complex, and time critical training administration and technical support Issues.
Establishes operating protocols for an automated database (i.e., learning management system) that serves as the agency system of record for all technical and nontechnical training events held at the Academy.
Supervises the maintenance of the academy's information technology (IT) infrastructure to ensure service interruptions are minimized and rectified in a timely fashion.
Plans, organizes, and designs studies to evaluate the efficiency, effectiveness, and economy aspects of the academy training experience (to include facility operations, training equipment purchase and maintenance, supply purchase and overview of Inventories, etc.) to support training delivery process.
Assesses and validates agency training operational needs, logistical requirements, supplies and equipment needs; providing continual feedback to senior leadership, program offices, and subject matter experts (utilizing all communication methods) regarding all aspects of the training delivery process and academy facility operations.
Collaborates with headquarters' course sponsors, program managers, instructional systems design specialists, and other stakeholders to ensure facility, logistics, and other mission support activities are sufficient to meet academy training schedule, agency goals, and performance objectives.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Building a high performing workforce by sharing experiences and expertise to enhance overall team ability and performance; and
Planning, organizing, and designing studies to evaluate the efficiency, effectiveness of a training program; and
Supervising others while balancing and prioritizing tasks in order to complete complex projects.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
