Duties
The incumbent coordinates SNPLMA-funded projects for the Federal, state, and local government agencies, and non-governmental organizations. Coordinates and provides project nomination preparation assistance and guidance.
Provides independent leadership, direction, advice, assistance, and guidance as necessary to complete projects in accordance with the SNPLMA Implementation Agreement and Appropriation Law principles.
Facilitates SNPLMA projects with the Subgroup, Partners Working Group and Executive Committee meetings in which nominated projects are reviewed, ranked, and approved.
Is responsible for coordinating modifications to the strategic goals, ranking criteria, and nomination requirements.
Develops methods for solving new, unpredictable, and unprecedented problems, constraints, situations, and issues and consults with leadership on solutions.
Establishes and maintains a professional, effective, and impartial relationship with all SNPLMA-related agencies, entities, and organizations.
Tracks, monitors, and oversees all past, current, and proposed projects, ensuring the Government receives what is specified in the project nomination and financial instrument.
Is responsible for coordinating changes in the project scope, time, and/or amount through the preparation and decision of issue-specific decision memoranda.

Qualifications

Specialized experience: You must possess one (1) year of specialized experience equivalent to GS-12 in the Federal service. Specialized experience is further defined as experience leading a team through the full range of the project lifecycle such as initiation, planning and implementation; experience following Bureau of Land Management (BLM) policy to develop a BLM organizational structure and associated documents for consideration by Headquarters; experience identifying and assigning project tasks based on the skill sets, experience, and strengths of staff members.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork.
Work Environment: The work environment varies from an office setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
Education
This position falls under the Miscellaneous Administration and Program Series 0301 Individual Occupational Requirements (IOR).
There is no substitution for education at the GS-13 level.
