Duties

Responsible for development and implementation of the District’s vision/strategy which integrates key national and State program goals, priorities, values, and political, economic, social, technological, and administrative factors. Responsible for setting short- and long-term direction and priorities for accomplishment of work within the District. Plan, organize, and coordinate activities relevant to the accomplishment of assigned functional responsibilities. Responsible for the administrative and technical supervision of an exceptionally large and complex staff, which requires managing work through subordinate supervisors. Responsible for administration of a variety of management programs such as safety, upward mobility, EEO, student and intern opportunities, overtime usage, employee engagement, management of real and personal property, etc. Directs the preparation of the District Annual Work plan. Facilities development of District-wide resource and funding priorities that represent the consensus of the District management teams. Responsible for establishing and enhancing working relationships and alliances within the District organizational structure as well as with others outside of the District office.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. At the GS-14 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service. Specialized experience is further defined as managing, supervising, and leading an interdisciplinary staff; managing and administering resource programs such as watershed, realty, minerals, recreation, wildlife, cultural, wilderness, protection, range, budget, law enforcement, fire, support services, automation, etc.; management level experience in personnel procedures, including Equal Employment Opportunity requirements; and planning and implementing budget systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback. Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.

This position falls under the Miscellaneous Administration & Program Series, 0301. There are no Individual Occupational Requirements (IOR) for this job series.

There is no substitution of education for experience at this grade level.
