Duties

Summary: The primary purpose of this position isto manage and oversee the integration of interagency capabilities across Homeland Defense (HD), Defense Support of Civil Support (DSCA) and Security Cooperation (SC) mission areas. Serves as the authoritative expert and advisor for Current Operations Division interagency integration in the USNORTHCOM (NC) J33. Subject matter expert (SME) in the Directorate of Operations on interagency plans, functions, organization structures and processes. Responsible for interagency coordination (IC) aimed at the conduct of current operations across all domains (land, air, maritime, and cyber) and the integration of law enforcement, security and disaster response operations across the NC enterprise. Duties: Plans, organizes, leads, facilitates and oversees the interagency integration into NC Current Operations. Participates in and provides technical support for pre-planned and emergent CCDR-approved operations related to interagency land, maritime, and air operations. Provides interagency expertise on training/exercises, readiness level recommendations, and assessments.

Qualifications

Conditions of Employment (cont.): This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is subject to random testing for drug use. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) when required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. In the event of a crisis situation, the incumbent must continue to perform the duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national security emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent be removed from any military recall status. Based upon a written request from NORAD and NC, the Reserve personnel centers will move selectees/incumbents from the Ready Reserves to the Standby or Retired Reserves, or discharge them under 10USC 271 (b). May be required to perform N&NC/J3 Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Crisis Action Center, Future Operations Center, Future Planning Center, Compartmented Planning and Operations Center, Targeting Cell, and other tasks as assigned. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Management Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes master knowledge and understanding of interagency partners to include law enforcement and security and disaster response and recovery organizations and their agency current missions, capabilities, organization structure and operations; knowledge of various Federal and State operations centers, NORAD & NC, other unified and functional commands, military services, the service reserves (Reserves & National Guard), Department of Defense, and Federal Departments including, but not limited to, Department of Homeland Security, Department of Justice, and Department of State; and outstanding ability to lead a large, highly diverse group of O6/GS15 and senior officials from a wide spectrum of private, Federal Agencies, Bureaus, Departments, and various levels of government including State and local (as appropriate); and thorough knowledge of current military law, Joint doctrine, Joint plans, policies, and practices, as well as a comprehensive understanding of USG treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, U.S. security agreements and arrangements and other pertinent laws, doctrine, policies, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Homeland Defense and Defense Support of Civil Support non-DOD interagency and international partners, including their respective structure, missions, programs, goals, and organizational objectives in order to integrate Current Operations into military planning and information/intelligence functions. Comprehensive knowledge of planning, staffing, and coordinating with Joint Staff, Combatant Commands, and non-DOD interagency partners in order to expedite coordination and eliminate capability gaps and redundancies. Expert knowledge of interagency integration formal and informal processes and procedures in order to establish effective relationships and working groups to support operations. Skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analyses, and devising recommended solutions. Skill in developing clear and concise response options regarding domestic or international events and packaging the solutions into briefings, papers, or reports for executive and national decisions. Experience and skill in leading, facilitating, and managing significant numbers of staff members and interagency partners in order to establish processes and procedures and ensure operations are within the area of responsibility. Ability to develop memorandums of understanding and agreements (MOUs and MOAs) to define roles and responsibilities and establish formal collaborative relationships. Ability to identify unique customer needs, tailor plans and strategies, and implement actions within policies to ensure support from a diverse group of mission partners. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
