This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Experts to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Budget Analyst, you will oversee the mission budget to include producing budget plans and executing processes for the organization and supported units; AND provide technical advice and guidance to other analysts and managers. This position is located at USFORSCOM in Fort Cavazos, TX.
Duties
Serves as the central point of funds control, oversees the distribution of funds, and supports approved programs and special projects.
Examines and evaluates cost statements, determines progress, compares obligations and expenditures with budget estimates, and measures the effect of deviations on the achievement of target goals.
Prepares a variety of reports covering the status of funds and advises program managers and other management officials on the availability of funds.
Develops systems, methods, and procedures for the financial management of directed programs and reimbursable work and a wide variety of funding.
Revises and implements operating procedures and policy related to financial management of direct and reimbursable funding.
Provides input to supervisor regarding local budget policy, procedures, budget formulation assumptions, formats and schedules for development of various budget submissions and obligation and expenditure plans.
Assists with budgetary/accounting problems in connection with the financial management of a complex program involving various appropriations, funding mechanisms, and customers.
Prepares a variety of reports covering status of funds, expenses, and obligations as required by higher headquarters or program managers.
Plans work to be accomplished by budget analysts and supporting personnel, setting priorities and scheduling completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A background investigation and credit check are required.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- While probationary the selectee can be terminated with limited appeal rights.
- This position requires a Financial Management Level 2 Certified position and you must comply with all Department of Defense and Department of the Army requirements for this certification program.
- Failure to obtain this certification within the required time may subject the selectee to adverse action.
- You may be expected to travel 10% of the time for this position.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes developing budget plans and executing processes, performing a wide range of administrative, technical, and analytical duties in the formulation, presentation, defense, and execution of a mission's budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
