This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.

Duties

Administers the Fort Cavazos Garrison overall budgetary management system for assigned large Directorates and Installation Offices. Justifies and presents $400M annual operating budget which include resources for complex missions, objectives, and workloads and reflect support requirements for tenants financed with resources provided by other commands. Reviews, analyzes, edits, and consolidates budget submissions from Garrison Installation Directorates and Support Offices. Compiles and prepares, or oversees the preparation of, a variety of narrative and statistical budgetary forms, schedules, and reports, which address the Directorate's budget formulation and/or execution process/status. Responds to numerous requests for budget-related information/statistics from higher headquarters for their use in briefing top Department of the Army (DA) and Congressional officials. Performs supervisory oversight of resource management personnel assigned to the Program Budget Division. Supervises a group of employees engaged in budget development and execution functions. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a Financial Management Level 2 Certified position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes review budgets to determine funding limitations; analyze budgetary, financial, and/or funding trends; and advise management on budgetary issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
