This position is located in the Office of Equal Employment Opportunity (OEEO). The incumbent of this position serves as the legal advisor to the Director of Equal Employment Opportunity on all matters pertaining to the equal employment opportunity program, its policy, procedures and implementation of the foregoing laws, rules and regulations.
Duties
As a Attorney Advisor (General) GS-0905-14, your typical work assignments may include:
Conducting legal research of laws, rules and regulations and their interpretation in EEOC and precedent court decision and evaluates the legal adequacy of the facts adduced in relation to actions recommended in complaint cases;
Analyzing cases assigned to determine the legal sufficiency of reports of investigation and final agency decisions;
Serving as the liaison between the EEO Office and the Special Counsel to the General Counsel in EEO hearings and civil actions;
Investigating, negotiating, recommending, and writing settlements or decisions of EEO complaints
Providing training on EEO Program issues.

IDEAL CANDIDATE STATEMENT
Ideal candidate will have expertise in federal sector EEO complaint processing and will preferably have experience or training in barrier analysis. Candidate will have experience serving as a technical authority, including reviewing, and providing guidance on federal and agency-specific regulations. Exemplary communication skills, ability to negotiate and work independently. Good judgment, meticulous attention to detail, and ability to grasp an understanding of policies.
BASIC REQUIREMENT
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B. or JD) .In addition to the BASIC REQUIREMENT, applicants must also meet the following:
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience equivalent to the GS-13 grade level, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of an Attorney Advisor at the GS-14 level.
Specialized experience includes:
Experience processing complaints of alleged discrimination; negotiating settlements, and ensuring the complainants are aware of alternative dispute resolution regulatory requirements; and preparing reports of investigation and final agency decisions
Experience conducting training on EEO program issues and assisting managers and supervisors at all levels in identifying institutional barriers to equal employment opportunity for employees and applicants for employment and assists them in planning and implementing their EEO program responsibilities; and
Experience providing advisory services, furnishing technical and legal guidance, and providing information on alternative dispute resolution.

BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. An Agency's Internal or Self-Certification Form is not acceptable for verification.
