Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. This position has an Individual Occupational Requirement found at OPM Civil Engineer Qualification Standard GS-2210: Information Technology Management Series (opm.gov). In addition to the minimum qualifications' requirement listed below, you must meet the requirements listed under Basic Requirements. Basic Requirements Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Minimum Requirements To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Leading cross-functional, agile, software development teams; AND Defining the vision and strategy for software products; AND Developing and maintaining product roadmaps used to prioritize agile software development, operations, and/or maintenance activities; AND Overseeing the use of design-thinking techniques (e.g., user research, user experience feedback, prototyping, or journey mapping) to improve customer experience with a software product.
