This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Civil Rights (OCR). OCR ensures that recipients of federal financial assistance from DOJ are acting in accordance with federal laws prohibiting discrimination in employment and delivery of services. This position designs, monitors and delivers training in OCR areas of practice and responsibility.
Duties
Research civil rights topics and develop effective training materials.
Collect and consolidate content from stakeholders for updates to recurring awareness courses.
Monitor and analyze industry trends, threats, standards, incidents, policies and regulatory requirements for incorporation into training content.
Conduct user surveys and holds stakeholder discussions to gather feedback and input about training and awareness needs.
Maintain online catalog of available web-based and in-person civil rights training.
Work with management to develop draft annual budgets and justifications for training efforts, ensuring alignment to strategic priorities.
Oversee contracting processes and technical work of contract staff working on programs, resources, and programmatic efforts, as well as implement logistics coordination and support associated with programmatic efforts.
Develop projects, recommend solutions to problems, suggest different approaches to achieve desired aims, discuss points of known differences from the originating source, prepare briefing material and conduct briefings.
Maintain currency with federal civil rights-related statutes, regulations, executive orders, and proposed legislation, as well as initiatives related to civil rights functions and systems.
Provide expertise, advice and coordination on regulatory and policy developments, changes in the practices and processes of civil rights management and trends affecting industry programs.
Develop new approaches, methods or techniques for different occasions and different audiences, including people with disabilities or limited English proficiency.
Knowledge of civil rights practice areas, including disability rights, language access, discrimination on the basis of protected classes and regulations relating to faith-based organizations.

Qualifications
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Developing and implementing training and awareness activities for adult learners, training and awareness projects, and related campaigns, including instructional design, outreach program development or evaluative criteria.
Managing training administration activities, such as maintaining course catalogs, drafting training budgets, assessing services and supplies needed for training courses, and overseeing logistics coordination.
Developing training goals and success metrics and developing operational plans for achieving and evaluating results.
Technical Qualifications:
Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications:
Training program development, implementation and knowledge of adult learning principles
Familiarity with civil rights laws
Ability to communicate in writing
Oral communication with diverse audiences in varied settings
