You will serve as a PROGRAM ANALYST in the Operations and Business Branch, Engineering and Planning Department, of PEARL HARBOR NSY AND IMF.
Duties
You will assist the Department Head and staff with the coordination and administration of office personnel policies and advise on regulatory and procedural matters such as: Merit Staffing Program, Engineer Recruiting, Special Staffing Programs.
You will maintain current and accurate position descriptions and process the full range of personnel transactions of a novel or complicated nature.
You will assist with the administration of the departmental disciplinary program.
You will plan and conduct analytical studies of various divisional organizations or significant segments of management functions affecting more than one division to improve Department organizational structure and staffing levels.
You will collect and analyze organizational data and information, development statistical, financial, and narrative data to justify changes and recommendations for improvement.
You will advise senior management on proposed reorganizations or realignment of functions and staffing level changes.
You will perform workforce utilization studies to determine span of control, supervisor-to-worker ratios, duplication of effort, overlapping duties, compliance with authorized budgetary restrictions and staffing level requirements.
You will evaluate human/material resources and capabilities as well as authorized budget requirements regarding current and projected workload.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative methods and techniques to plan and execute studies of organizational operations (personnel, labor, administration, management functions); analyzing findings (cost, schedule, performance data) to identify areas of improvement; and making recommendations for process improvement or problem resolution to achieve optimum organizational effectiveness and efficiency.
