The position serves as a Program Analyst for the Facility Telehealth Coordinator & is located in Fayetteville, Arkansas. The incumbent is expected to work under the direction of the Facility Telehealth Coordinator & works & communicates with staff from other facilities within and the Telehealth Program. The primary duty is to develop and analyze procedures & systems for establishing & assessing the effectiveness of the Telehealth Clinical Programs & equipment management/distribution within VHSO.

Duties

Duties: The incumbent develops, refines, implements and evaluates a comprehensive strategic plan for telehealth programming within VHSO, as appropriate under the direction of the VHSO FTC. Performs telehealth program duties as deemed necessary by the VHSO FTC for the smooth operation of all facility CVT, SFT, and SCAN ECHO programs within VHSO. Maintains linkages and effective communications with the Office of Telehealth Services (OTS) and national telehealth training centers to ensure training documentation is up to date and satisfies compliance components for condition of participation for VHSO Telehealth staff. Responds to the needs of the health care system regarding Telehealth equipment/resources and elevates matters requiring higher level intervention to the attention of the FTC as necessary. Facilitates communication across care lines with VHSO to achieve maximum fulfillment of telehealth program goals and objectives. The incumbent implements specific telehealth guidelines under the direction of the VHSO FTC as needed. Tracks, and disseminates, as appropriate, outcome measures, including clinical data, patient and staff travel cost, and patient and staff satisfaction measures for VHSO telehealth programs. Prepares workload reports and productivity analysis for the Virtual Care program(s) as necessary. Work Schedule: Monday- Friday 7am-3:30pm OR 8am-4:30pm depending on the needs of the agency. (Schedule is subject to change based on the needs of the agency.) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with outcome measures tracking and maintenance of clinical data. Experience in equipment inventory and resource utilization. Experience in acquisition/procurement processes and record management. Experience in effective communication, computer, and organizational skills to support efficient administrative office functions. Experience in executive correspondence formatting and processes to include committee operations and coordination. Experience in Telehealth programming in clinical/business operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above, and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] Administration and ManagementInterpersonal SkillsPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary although heavy lifting of equipment may be required intermittently. The work may possibly involve some light to moderate degree of physical effort in testing and operating equipment.
