Incumbent serves as the advisor for all functions under the direction of the Quality Management Officer for the South Central VA Health Care Network. This position exercises the authority of the Quality Management Officer and Patient Safety Officer on all internal and external issues when designated.
Duties
Duties include but are not limited to:
Serves as the primary advisor to the Network Director in executing, tracking, and reporting information related to the Executive Career Field Performance Measures.
Provides technical direction in areas of process improvement analysis, measurement design, sampling methodology, and project management.
Provides technical advice to the Quality Management Officer on strategic program management issues, operational plans, and development of executive decisions outlining options, barriers, benefits and costs analysis.
Implements quantitative and qualitative methods used within the scope of respective projects and will define key process input and output variables.
Collaborates with other managers and specialists in areas such as Logistics, Training, Planning, Pharmacy Benefits, Data Operations, and Resource Management, to design, redesign and improve processes through the Network.
Work Schedule: Monday to Friday, 8:00 am - 4:30 pm.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Skillful in applying analytical and evaluative methods and techniques to a broad range of functional areas related to Performance Measures and Process Improvement.
Manages staff and makes workload determinations, directs the accomplishment of workload goals, allocates staff resources, and uses staff effectively to accomplish the mission of the office.
Provides program oversight, coordination, and leadership in quality and performance activities.
Progressively responsible analytical, administrative, or clinical management experience in the health care field that involved a close working relationship with multiple healthcare leaders.
Manages staff and makes workload determinations to effectively accomplish the mission of the office.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there will be some walking, standing, bending, driving an automobile, carrying of light items such a papers, books, etc. No special physical demands are required to perform the work. The position requires that the incumbent travel (mainly within the VISN geographic areas for site reviews) for a significant amount of time. During site reviews, extensive walking may be required.
