Duties

PRIMARY PURPOSE: To serve as a senior analyst for the HAF/A8 Strategic Engagement Cell on matters including strategic messaging for AF planning and programming efforts, development of strategic engagement plans, and as a point of contact for all HAF/A8 Congressional inquiry responses, research, hearing preparation, and relations with Congress. DUTIES: Researches, prepares, coordinates, and executes strategic engagement plans for AF/A8 planning and programming efforts Works directly with SAF/LL (Legislative Liaison to the Secretary and Chief of Staff of the Air Force) in assessing and assigning queries from staff and members of Congress and evaluates applicability and quality of responses. Leads research, preparation and presentation for senior level correspondence Integrates and coordinates functional efforts of DCS, Plans and Programs directorate.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of planning, programming, and budgeting regulations, guidelines, and processes as related to PPBE and strategy, planning, and programming processes; knowledge of major strategy, planning, and programming issues, program goals and objectives, the sequence and timing of key events and milestones, roles of MAJCOMs, Core Function Leads, Air Staff directorates and divisions, and methods of evaluating the effectiveness of Plans and Programs actions as related to actual events; extensive knowledge or MAJCOMs, Core Function Leads, Air Staff and PPBE structure, missions, programs, and Air Staff and DoD entities involved in overall strategy, strategic plans, and operational capability requirements development and implementation; knowledge of Congressional committee structures, processes, and membership, and Air Force, other Service, and DoD legislative liaison processes to include responses and timelines of Congressional inquiry responses; and knowledge of the Congressional Posture Process to include responses to Requests for Information, Questions for the Record, Congressional Reports and the National Defense Authorization Process. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Congressional Posture Team Process administered by SAF/LL, to anticipate Congressional Requests for Information, answer Questions for the Record, review and edit all responses to Congressional Members and Professional Congressional Staff Members. Knowledge on the ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain credibility with others on technical matters. Knowledge of the Headquarters Air Force Task Management Tool (TMT) program and Air Staff task coordination and integration process. Skill to plan, organize, analyze, and establish work related priorities while appraising the staff of organizational challenges through 3-Letter Directors of Staff and work related priorities for the entire DCS organization to meet senior leader deadlines. Skill to work collaboratively with internal and external organizations, including administrative support functional specialists. Ability to communicate clearly and effectively both orally and in writing.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
