This position is with the Small Business Administration, Office of Field Operations - Region IX in San Francisco, California. The Outreach and Marketing Specialist works with assigned groups, organizations and partners whose constituents and/or members may benefit from the use of Small Business Administration (SBA) programs and services.

Duties

At the GS-09 level, duties include but are not limited to: - Marketing SBA programs and services through outreach, training, and education to various organizations and small businesses; - Participating in outreach, training, education, development, lender recruitment, and consultation with all lenders in the District; -Supporting senior specialists in collaborative alliances and partnerships with resource partners, economic development organizations and small business owners; - Assisting in monitoring co-sponsorships; - Furthering the SBA mission. At the GS-11 level, duties include but are not limited to: - Marketing SBA programs and services through outreach, training, and education to various organizations and small businesses; - Conducting outreach, training, education, development, lender recruitment, and consultation with all lenders in the District; - Building and maintaining collaborative alliances and partnerships with resource partners, economic development organizations and small business owners; - Assisting in reviewing efficient deployment of tax dollars to SBA program grantees, and the effective and compliant use of funds by grantees; - Assisting in monitoring co-sponsorships; and - Furthering the SBA mission. Physical Demands: This position combines an office environment with extensive outreach activities. Incumbent is expected to lift boxes of hand-outs, information packets, computers and other items that can weigh up to 40 pounds. Required to transport, set-up and tear-down displays and/or other equipment at trade shows, training sessions and other locations. Work Environment: The work is performed in a variety of rural and urban environments (office, hotels, warehouse, factories, farms, faith-based and community-based locations, construction sites, restaurants, garages, laboratories, etc.) and may incur exposure to moderate risk, discomfort and unpleasant surroundings. Protective clothing and gear is not required. This position requires long periods of travel using multi-modes of transportation including operation of a motor vehicle (GOV/POV). Required to travel extensively throughout the District including frequent early morning, evening and occasional weekends and overnight travel. May be required to travel outside the District. Incumbent requires a valid driver's license. This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP).

Qualifications

GS-09 Specialized Experience: One year of specialized experience (equivalent to the GS-07 level in the Federal service) obtained in either the public or private sector that includes: (1) Marketing through outreach, training and education to various organizations; AND (2) Participating in outreach, training, presentations and education on a variety of business management and financial management topics; AND (3) Providing support to senior staff to maintain alliances and partnerships with a variety of partners. These qualifications must be clearly referenced in your resume. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher graduate level education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be 18 semester hours OR the number of credit hours that the school attended has determined to represent 1 year of full-time study. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required. OR Combination: Combination of education and experience as specified above. For example, an applicant who has 1 full year of Master's level education (i.e. 50% of education required) and 6 months of creditable specialized experience equivalent to the next lower grade level as described above (i.e. 50% of the required experience) would equate to 100% of the required experience for the position. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be 18 semester hours OR the number of credit hours that the school attended has determined to represent 1 year of full-time study. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required. GS-11 Specialized Experience: One year of specialized experience (equivalent to the GS-09 level in the Federal service) obtained in either the public or private sector, which includes: 1) Assisting in the development of marketing strategies for programs and services for growth and development of a customer base; AND 2) Delivering outreach, training, presentations and education on a variety of business management, financial management or lending topics related to small business; AND 3) Managing collaborative alliances and partnerships with a variety of business development partners. These qualifications must be clearly referenced in your resume. OR Education: Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be 18 semester hours OR the number of credit hours that the school attended has determined to represent 1 year of full-time study. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required. OR Combination: Combination of the described graduate education and specialized experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 08/12/2024.
