Duties
Provide leadership and oversight of OFO recruitment incentive programs.
Serves as senior advisor to OFO leadership regarding human capital planning and recruitment efforts.
Provides technical guidance on implementing reviews, audits or studies.
Conducts or directs special projects or studies to identify and solve program/budget problems.
Establishes work methods and procedures which ensure coordination of responsibilities with other functional programs and/or leadership.
Recommends/develops methods for assessing effectiveness of recruitment incentives.
Contributes to decision-making and development of strategies to ensure the organization is addressing staffing challenges.
Recommends changes to program organization/administration practices that may impact the way services are administered.

Qualifications
Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration at the GS-14 grade level.)
For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) in at least three of the following areas:
1. Knowledge of human capital planning, recruitment, retention incentives, qualitative and quantitative assessment concepts, principles and practices, policies, laws, regulations, and precedents sufficient to function as senior analyst and to apply qualitative and/or quantitative methods in conducting studies or analysis.
2. Experience with facilitating or negotiating organizational policies to support human capital planning, coordinating activities and consensus building.
3. Knowledge of federal workforce or human capital programs or initiatives to prepare long-range and short-range planning guidance in accordance with policies and objectives.
4. Experience conducting or directing special projects or studies to identify and solve problems pertaining to human capital, recruitment, or retention incentives.

Education
