About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Plans, programs, allocates resources for, and directs, coordinates, and evaluates a wide range of logistics-related functions.
Establishes and ensures compliance with higher echelon policies and guidance.
Develops and adjusts long-range plans for the development and improvement of logistics-related programs, ensuring that plans meet mission requirements and incorporate technological advances.
Develop Logistics assessment methodologies, establishes, manages, and controls a comprehensive Logistics review and assessment program covering all programs assigned to the Command.
Evaluates program effectiveness and efficiencies through the review of process flows, reports, personal observations, and other means.
Applies corrective actions and implements new processes when appropriate to improve the overall logistics mission areas.
Maintains effective relations with other logistics organizations to ensure support of ATC mission requirements.
Serves as Command senior specialist, advisor, and representative on logistics matters.
Serves as the Commander's representative for logistics programs with the installation, at higher headquarters, and with representatives of other agencies to develop new operational concepts, expand or change operations or procedures, etc.
Serves as Commander's designee for review and approval of all logistics related elements of purchase requests, Memorandums of Understanding, Memorandums of Agreement, Inter/Intra Service Support Agreements, and Standard Operating Procedures.
Plans work to be accomplished by subordinates, setting priorities on command level tasks.
Assigns work to subordinates based on priorities and selective considerations of the difficulties of assignments and capabilities of employees.
Evaluates performance and gives advice, counsel, or instruction to individual employees on both work and administrative matters.
Identifies needs and makes provision for the training and development of subordinates.
Hears and resolves complaints from employees; refers to group grievances and the more serious complaints not resolved to higher-level supervisors.
Periodically reviews job descriptions of subordinates for currency and accuracy.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must be able to obtain and maintain a Secret security clearance.
- One-year supervisory probationary period may be required.
- One-year trial/probationary period may be required.
- This is a designated Critical Acquisition Position. Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) / non-Key Leadership Positions (non-KLP).
- Selectee must sign a written agreement to remain in Federal service in the position for at least three years.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Advanced certification within 48 months as of entrance on duty.
Qualifications

This position will not be made permanent. You will not have placement rights back to your current permanent position.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Implementing support strategies for supply management; 2) Managing property accountability to include inspections and inventories; 3) Leading a team in completing Supply/Property program goals; and 4) Delivering briefings and/or generating reports regarding supply/property management.
