You will serve as a Program Manager in the Director for Surface Ship Maintenance, Modernization and Sustainment (SEA 21) Activity of NAVSEA HQ FIELD SUPPORT.
Duties
You will oversee, develop, and direct the establishment and implementation of program concepts, policies and operating procedures for contract strategies that support the planning and execution of surface ship maintenance, repair, and modernization.
You will provide direction and strategies for analyses and comprehensive management studies to support the over-arching family of surface ship contracts programs for Surface Ship Maintenance, Modernization and Sustainment (SEA 21).
You will evaluate, plan, organize, and direct the operations of the programs to include responsibility for the efficient and economical use of all available resources.
You will provide for planning, maintenance, repair and modernization services for a series of short and long-term contracts for multiple classes of ships in multiple homeports under the contract and acquisition umbrella.
You will provide on-going interpretations of contract policy and procedures in directing the design, implementation and management of contract vehicles.
You will direct multi-sector teams comprised of individuals from Headquarters, field activities, the Fleet, private sector ship maintenance facilities, and service contractors functioning as engineers, analysts, financial managers, and technicians.
You will develop policies, procedures, and functional direction for contract programs and contract management.
You will evaluate the overall program effectiveness, and establish priorities and milestones.
You will ensure integration of contract plans with other Team Ships and Department of Navy decisions, overseeing program accomplishments in meeting Navy and DoD goals and objectives.
You will provide direction for the development of various contracts that cover planned and emergent maintenance, repair, and modernization work on surface ships.
You will oversee the implementation of analytical and evaluative tools and methods to aid with rigorous program oversight when interacting and leading government and contractor teams engaged in providing matrix support.
You will establish work assignments to be accomplished by the employees in the program.
You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector developing contract plans or strategies to meet program or project requirements for the development, acquisition, procurement, maintenance, or modernization of shipboard systems, subsystems, or components on surface ships or submarines.
