Duties
You will serve as requirements analyst and subject matter expert for mine warfare capabilities on the CNO's staff.
You will perform requirements analysis and serving as subject matter expert for mine warfare capabilities.
You will lead the development of MIW requirements documentation and updates to existing requirements documentation in support of Navy Mine Warfare capabilities.
You will lead and support the execution of processes for continuous assessment, analysis, and development associated with assigned program areas.
You will recommend policy, strategies and plans crafted to support communication and/or decision making at senior levels.
You will support and/or leading inter-departmental action teams comprised of senior technical, acquisition, and financial experts.
You will provide analysis experience, planning, and support, to assess and clearly communicate effects of management decisions or senior guidance on MIW programs.
You will communicate with all organizational levels within the MIW community, OPNAV staff and other DoD agencies and staffs, including at the Flag, General Officer and Senior Executive Service (SES) levels.
You will research and catalog factors to support reclamas or justification for resource increases and/or sustainment during periods of fiscal challenges.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to maintain a top secret/SCI level security clearance. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You may be required to work overtime.
- You may be required to perform occasional travel (15%) to CONUS and OCONUS locations.
Qualifications
Your resume must demonstrate that you possess at least one year of specialized experience equivalent to the next lowest grade (GS-13) in the private or public sector performing requirements analysis and serving as subject matter expert for mine warfare capabilities performing the following:
1) Leading the development of MIW requirements documentation and updates to existing requirements documentation in support of Navy Mine Warfare capabilities.
2) Leading and supporting execution of processes for continuous assessment, analysis, and development associated with assigned program areas.
3) Recommending policy, strategies and plans crafted to support communication and/or decision making at senior levels.
4) Supporting and/or leading inter-departmental action teams comprised of senior technical, acquisition, and financial experts.
5) Providing analysis experience, planning, and support, to assess and clearly communicate second and third order effects of management decisions or senior guidance on MIW programs.
6) Effectively communicating with all organizational levels within the MIW community, OPNAV staff and other DoD agencies and staffs, including at the Flag, General Officer and Senior Executive Service (SES) levels.
7) Researching and cataloging factors to support reclamas or justification for resource increases and/or sustainment during periods of fiscal challenges
