About the Position: This Workforce Management Administrator position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Engineering and Construction Division with a duty station location of Fort Worth, TX.

Duties

Advise Division personnel on a variety of procedural and policy matters on a broad range of civilian workforce management functions. Formulate and provide hiring recommendations that will strongly influence what course of action management will pursue. Analyze, evaluate, and develop comprehensive workforce plans to support a recommended strategy or procedures that ensure effectiveness and compliance of actions taken. Identify the needs for and initiates special projects and studies, such as succession planning, workforce analysis and planning initiatives. Serve as liaison between management and the servicing personnel office and coordinates all aspects of the activity's personnel actions with the servicing personnel office. Manage the Pathways Program and DA Intern Program by assisting managers in developing student performance plans and monitoring requirements to assure continuing student eligibility.

Specialized Experience: One year of specialized experience which includes I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes 1. Advising management on organizational resources, policies, and procedures; 2. Submitting, reviewing, and monitoring various personnel actions.; AND 3. Managing training programs and workforce development matters within the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesPersonnel and Human ResourcesPlanning and EvaluatingWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
