This position is located in the Executive Office of the President, Office of Management and Budget, Management and Operations Division, Human Capital (HC) Branch. This is an internship with the flexibility to work a part-time or full-time work schedule throughout the school year(s). **Notice: More than one selection may be made within 90 days of the issuance of the certificate, if additional vacancies occur. Duties

The incumbent serves as a Pathways Student Trainee, working in a developmental capacity with increasingly more responsible assignments being given. As a Student Trainee (Human Capital), your typical work assignments may include the following under supervision: Support senior Human Capital Specialists on a wide variety of Federal human capital and human resources services related to staffing and recruitment. Conducts in-processing of new employees and prepares appointment/information documents. Creates and maintains information regarding hiring. Compiles data and utilizes PowerPoint, Excel and Word or other office productivity software to arrange data and create reports or charts or provide other assistance as needed on projects and special requests. Prepares administrative status reports for review at all levels. Assists in analyzing and evaluating management practices and administrative operations. Work with managers, human resources staff, and other community councils/organizations to determine innovative approaches to hiring the right talent commensurate with the unique and specific needs of OMB.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. Failure to submit transcripts, proof of acceptance or current enrollment in an accredited college/university will result in an ineligible rating. ALL QUALIFICATIONS MUST BE MET NO LATER THAN THE CLOSING DATE OF THIS ANNOUNCEMENT. Qualification for the Student Trainee GS-07: A. One year of specialized experience equivalent to the GS-05 level in the Federal service or equivalent experience in the private sector that demonstrates your ability performing the following: Skilled in applying methods, regulations, principles, or concepts to carry out limited technical projects or assignments, basic skill and knowledge to analyze findings and to provide programs status, and computer skills to correspond via e-mail, maintain records and documents. OR B. Possess 1 full year of graduate level education or superior academic achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:1. Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision; Or 2. Grade-Point Average (G.P.A.) - You must have a grade-point average of either: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; Or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OPM's Qualification Standards for General Schedule Positions states that a GPA of 2.95 must be rounded to 3.0, while a GPA of 2.94 must be rounded to 2.9. Qualification for the Student Trainee GS-09: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates my ability performing the following: Applying basic principles, concepts, and methods of facility administration in support of programs and operations. Examples of this experience would be scheduling rooms, renovating/relocating office space, etc. I also have experience applying computer skills to correspond via e-mail, generate work orders and purchase requests, maintain records and documents, and developing drawings.. OR B. Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree. NOTE: All eligible applicants MUST be enrolled or accepted for enrollment in a degree seeking program that will begin during Fall 2024. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
