As an Emergency Management Specialist at the GS-0089-12, you will be part of Facilities, Security, and Emergency Management (FSEM), Office of Personnel Management (OPM). If selected, you will be responsible for managing the Occupant Emergency Program, performing emergency management testing and analysis, and providing oversight of the overall emergency management, occupancy planning, campus preparedness services, and emergency notification system.
Duties
Conducts surveys and analyses to identify how critical and vulnerable the Federal Executive Institute is to threats.
Participates in the day-to-day occupant emergency plan activities including recruitment planning, testing, training, and exercises.
Ensures a process for evacuation and accountability is in place for all occupants.
Participates in the development of multi-year strategic plans that guide the Office of Personnel Management planning and exercise requirements.
Identifies the Federal Executive Institute exercise program goals, objectives, and performance measures.
Qualifications
For the GS-12 Grade level: You must have one year (52 weeks) of experience equivalent to the GS-11 grade level which demonstrates three of the following four items:
Developing and analyzing metrics to evaluate the effectiveness and efficiency of emergency preparedness programs; and/or
Maintaining emergency management plans, conducting exercises, managing classified information, associated facilities and training, and facilitating meetings; and/or
Providing advice, guidance and policy assistance to various agencies and international work groups related to emergency preparedness programs; and/or
Establishing and maintaining liaison with other agencies and performing inter/intra agency coordination work.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level.
