As an Emergency Management Specialist at the GS-0089-12, you will be part of FSEM Emergency Management and Continuity Team, Office of Personnel Management. If selected, you will be responsible for managing the Occupant Emergency Program (OEP), performing emergency management testing and analysis, and providing oversight of the overall emergency management, occupancy planning, campus preparedness services, and emergency notification system.

Duties

Conducts surveys and analyses to identify how critical and vulnerable FEI is to threats. Participates in the day-to-day occupant emergency plan activities including recruitment planning, testing, training, and exercises. Ensures a process for evacuation and accountability is in place for all occupants. Participates in the development of multi-year strategic plans that guide OPM planning and exercise requirements. Identifies FEI exercise program goals, objectives, and performance measures.

Qualifications

For the GS 12: You must have one year (52 weeks) of experience equivalent to the GS-11 grade level which demonstrates three of the following four items: 1) Developing and analyzing metrics to evaluate the effectiveness and efficiency of emergency preparedness programs; and/or 2) Maintaining emergency management plans, conducting exercises, managing classified information, associated facilities and training, and facilitating meetings; and/or 3) Providing advice, guidance and policy assistance to various agencies and international work groups related to emergency preparedness programs; and/or 4) Establishing and maintaining liaison with other agencies and performing inter/intra agency coordination work. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS12 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
